We are sorry, this seems to be a macOS 13 Ventura setting issue.

You have not allowed the question "Installer would like to access files in your Downloads folder" at the begin of the installation process. Therefore, macOS 13 Ventura blocked this installation now. This is a new feature in macOS 13 Ventura.
Please go to the System Preferences -> Privacy & Security -> Files and Folders and enable in the Installer section the Downloads Folder option.

Now install again.
